IFRS - Implementação mundial

O Canadá já se havia adiantado aos Estados Unidos e no ano passado haviam decidir adoptar as IFRS, as normas de relato financeiro que brevemente serão utilizadas em todos os Estados Membros da União Europeia; abandonando definitivamente os Canadian accounting principles, o equivalente ao nosso Plano Oficial de Contabilidade.


Porém, parece que a implementação das IFRS, por aqueles lados não está a correr nada bem, conforme divulgou no passado dia 26, o site do jornal Finantial Post. Pouco interesse dos empresários, e pior, alguma desinformação dos contabilistas que segundo inquérito feito pelo jornal, desconhecem as novas regras, e ainda nem sequer apuraram se os seus softwares informáticos permitem mudar, nem que impacto terá no resultado. Algumas empresas e comités de auditoria ainda não tiveram qualquer formação no tema.


É certo que também em Portugal há coisas que correm mal, mas há que assumir que a CTOC e a OROC têm feito um óptimo trabalho no âmbito da formação e não cabe na cabeça de ninguém, em Portugal, pensar que determinadas regras não são cumpridas por desconhecimento dos contabilistas ou revisores. Como em tudo haverá excepções, mas no geral, Portugal tem bons profissionais que com certeza implementarão com sucesso as IFRS no tecido empresarial português.

8 Questions I shall know to answer

1. What do you charge and what method do you use to get paid?

Planners use different methods to bill clients. You can choose between fee-only, fee-based, and commissioned planners. Either way, you should know exactly what you’re getting yourself into. Fee-only planners, for example, may charge flat rates or an annual retainer. Sometimes they bill by the hour or charge a percentage - usually 1 to 2 percent - of a client’s assets. 2. What are your credentials?

A planner can point to a college or grad-school diploma. But does he really know about retirement and tax planning? Can he help you determine how much insurance you need while suggesting the best way to fund your teenager’s college education?

That’s where credentials come in. Many special designations are awarded to men and women who have trained for and passed exams on major points of financial planning. Find out what a planner had to do to earn her credentials and who awarded them.

3. How much experience do you have?

The key here is relevant experience. A planner may have decades worth of experience catering to the rich - helping set up tax-saving trusts for spoiled grandchildren, for example. But if you have simpler needs, like planning for retirement and saving for a first home, you want someone who has plenty of experience in those areas. A good way to find out if someone has relevant experience is by asking a planner to describe his or her typical client.

4. What planning services do you provide and how often do you see your clients?

There’s a big difference between tax planning and tax preparation. Ditto for insurance planning and retirement planning. Needless to say, you should know what services you’ll get from any one planner - then make sure they mesh with the kind of help you want.

“So often people call themselves a financial planner but all they do is manage your money,” says Dee Lee, a CFP from Harvard, Mass., and author of “Let’s Talk Money.” “So what you want to know is, are they going to look at your financial life in detail? Will they review your insurance needs and your retirement needs?”

5. Does your planning include specific recommendations for investments or other products?

It doesn’t matter if your planner makes money by commissions or is fee-only. Find out ahead of time if you’ll get specific hand-holding or more general directions. Depending on how self-directed you are, you may want someone who’s going to tell you exactly what kind of insurance to get, how much to purchase, and where to buy it. On the other hand, you may feel more confident with say, your ability to pick mutual funds, and not want any input in that department.

6. What are you selling and who’s paying your commissions?

It’s not just enough to know whether or not a planner earns commissions. You should know specifically how much he makes from various products he sells and/or recommends. For example, is this person going to get more from selling annuities than bonds? If you have a clear understanding of how a planner earns his living, you can determine if you’re getting advice that’s in your best interest.

7. Can I get references from other clients?

If possible, get two or more references, ideally from longtime clients. When following up with references, focus on specifics: How helpful was the planner when someone had to handle a financial crisis, such as a death in the family or a big investment loss? Is it easy to get appointments?

8. Do you have any questions for me?

It’s fairly obvious that there’s a correlation between how well an adviser understands your needs and the quality of the advice you get. That said, it’s important that your planner asks the kinds of questions to help you meet your goals, even the ones you haven’t thought to identify.

“They should be asking questions like ‘Tell me about your parents?’” says Lee. “You may have a child who’s going to college in 10 years, but what if your mother is 70 years old? Will you be financially responsible for her when you’re paying school costs? If so, they should talk about looking into buying your mother long-term care insurance to pay for her care. A planner should be looking at your total picture.”

Twitter salva James Karl Buck da prisão

A história é contada pela CNN. James Buck foi preso no Egipto durante um protesto. A caminho da esquadra, enviou uma simples palavra para o seu twitter - Arrested.

De imediato amigos e familiares tomaram providências para que o jovem estudante fosse liberto, ou no mínimo que fosse aplicada uma sanção justa.

Quem sabe, caso Buck não tivesse enviado a dita mensagem, se hoje James Karl Buck não seria um desaparecido.

Haverá alternativas ao justo valor?

O justo valor tem sido o conceito que mais desacordo trouxe ao mundo do reporte financeiro.


Se, por um lado uma empresa hoje compra por exemplo um macbook por 1200 Euros, e este deve ser o investimento considerado, dividindo o valor deste investimento pelos anos de utilização, e fará todo o sentido estar registado ao custo histórico - mostrando o valor do investimento e do fluxo financeiro;


Por outro, se o computador na semana seguinte estiver à venda por 900 Euros, não faz sentido aparecer nos activos da empresa, um activo de 1200 Euros, quando ele não é realizável por esse valor.


Se os ajustamentos dos bens, já vinham sendo aceites por todos, mesmo com alguns contrariados dado a subjectividade do conceito; tudo se complica mais no que diz respeito aos instrumentos financeiros.


O FASB emitiu um statement onde esclarece, entre outras coisas, que o justo valor é para aplicar a tudo, inclusive instrumentos financeiros:




This Statement affirms the requirement of other FASB Statements that the fair value of a position in a financial instrument (including a block) that trades in an active market should be measured as the product of the quoted price for the individual instrument times the quantity held (within Level 1 of the fair value hierarchy). The quoted price should not be adjusted because of the size of the position relative to trading volume (blockage factor). This Statement extends that requirement to broker-dealers and investment companies within the scope of the AICPA Audit and Accounting Guides for those industries.



Logo de seguida, a International Banking Federation publicou um documento onde mostra desadequada a utilização do justo valor em instrumentos de longo prazo, principalmente aplicações que se pretendam manter até à maturidade.


Quando a utilização do justo valor começava a ser aceite, surge este verdadeiro braço-de-ferro.


Percebe-se ambas as posições. A do FASB por querer reflectir a realidade em cada momento, a da IBFed, defendendo o valor no longo prazo.


Permito-me fazer uma pequena analogia: Se um jogador de futebol que tenha valor 5 m€, esteja lesionado durante dois anos, ele não é passível de ser transferido aqueles valores. Que valor deve apresentar o passe do jogador nas contas da SAD?


Segundo os contabilistas, 500 k€ que seria o valor este ano que alguém estaria disposto a pagar, como investimento; Segundo os banqueiros, deve estar registado por 5 m€.


Eu sou da opinião do FASB. Porque o valor duma aplicação financeira está cotado oficialmente, e as DFs referem-se a um período. Haver intenção de manter um investimento a longo prazo ou até à maturidade, não é suficiente para que se possa assumir o pressuposto que determinado valor está assumido.


Até porque pode haver a necessidade urgente de obter liquidez.

Sistema de Normalização Contabilística

É oficial, chega em 2010.

O espanto é a comunicação social falar do facto como se fosse uma novidade que o Governo se lembrou de inventar num jantar qualquer de marisco e cerveja quando afinal já vamos atrasados.

E pior que isso, é a mesma comunicação social falar da União Europeia como uma entidade externa, a que não pertencemos: "Portugal vai ter contabilidade igual à da UE"
